It is the duty of the council of the European Union to ensure all the member states adhere to Copenhagen criteria. The European Union has expanded greatly since it was formed. In the year 1995, Australia, Finland and Sweden joined EU to make the member states 15. In 2004, ten member states mostly from the former soviet bloc joined EU. They include: Czech Republic, Slovenia, Slovakia, Cyprus, Poland, Estonia, Malta, Hungary, Latvia and Lithuania. Romania and Bulgaria were not prepared to join the EU in 2004.
