Preemptive Wars

The war in Iraq is based on a policy of preemptive action – strike at potential threats before they strike out against the United States. President Bush and his administration justified the war in Iraq based on this policy. Do you think this is a valid policy? Should the United States attack sovereign nations and or terrorist groups based on their potential threat?
