The foreign policy operates in reference to the treaty-related laws. There are various treated-related laws. These are the congressional-executive agreements, sole executive agreements along with treaties. The congressional laws are constituted by the president along with the Congress. Both houses’ majority make it binding just as it is in the case of the regular legislation then they are consented by the president. However, there is no provision within the constitution which expressly states that the aforementioned agreements are allowed thus some scholars like Laurence Tribe consider them as unconstitutional.
